Summary Mission Technologies, a division of Huntington Ingalls Industries, is looking for a Program Manager 3 for the Joint Training Synthetic Environment (JTSE) Research and Development (R&D) program in support of the Joint Staff (JS) J7 Deputy Director Joint Training (DDJT). Background JS J7 DDJT provides Joint capability, material development, and maintenance support to the Joint training environment supporting all elements of the Joint Force. The JS J7 DDJT primarily supports the Joint Training Enterprise (JTE) with common integrated force development capabilities enabling Joint training. The objective of this Task Order is to research, analyze, and develop capabilities to provide warfighters with a JTSE nested with evolving modernization efforts within the program. The JTSE is one of the critical enablers that support the delivery of trained, capable, and interoperable Joint Forces. There are three primary product lines supported by the program, the Joint, Live, Virtual, Constructive (JLVC) federation of simulations, the Joint Training Tool (JTT), and the Joint Lessons Learned Information System (JLLIS). The JTSE Program provides management and development expertise to the JS J7 DDJT by modernizing JLVC, developing JTT, and maintaining JLLIS.

What You Will Do In this position, you will:

  • Lead the program and ensure timely and high-quality achievement of applicable Task Order requirements and deliverables.
  • Establish milestones and monitor adherence to program's plan and schedule.
  • Identify issues and develop solutions, such as allocation of resources or changes to program milestones.
  • Develop program review sessions with the government customer to discuss cost, schedule, resourcing, and technical performance.
  • Manage and coordinate subcontract efforts, and monitor, measure, report, and control cost and schedule metrics.
  • Act as one of the government customer's contacts for program activities.
  • Meet regularly with and update the government customer on project statuses within the program.
  • Establish and maintain effective relationships with the government customer and other outside agencies.
  • Maintain personnel resource staffing at effective levels while providing a highly skilled, experienced, and trained workforce.
  • Performs additional duties and responsibilities as assigned.

What You Must Have 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience. Highly prefer experience working with DoD customers, projects, and processes. Strong analytical skills and attention to detail. Able to conduct extensive research and synthesis as well as write and communicate at the executive level. Ability to communicate with technical and non-technical audiences effectively. Experience using Microsoft Office suite programs, TEAMS, MS Word, Excel, and PowerPoint.
