Program Manager (Program Development Director)
As a Program Manager (Program Development Director), you will:
- Participate in the Division strategic planning activities. Assists in the development of the Divisions Annual Performance Plan and coordinates with Division leadership to ensure integration of FHWA strategic goals and objectives with the Division Plan.
- Manages Federal-aid oversight initiatives and stewardship functions by conducting an annual program analysis and risk assessment of the Federal-aid program for the assigned areas of responsibility. Manages program reviews to ensure compliance and to improve and enhance program areas.
- Directly supervises multidisciplinary staff that may include engineers, transportation planners, community planners, air quality specialists, environmental protection specialists, and other professional, technical, and administrative personnel.
- Provides leadership on the multitude of processes used and quality improvements of those processes to the team leaders.
- Coordinates and directs the Planning and Environment Unit efforts in resolving conflicts relating to plans, programs and project issues. Communicates organizational strategies, goals, objectives, and priorities to internal and external audiences.
The ideal candidate for this position is a proven leader with experience relating to State, local, and industry transportation matters with responsibility for leadership in the development, coordination, and reporting of FHWA strategic plans and the Division stewardship and oversight activities. The ideal candidate will also have experience providing information and expert guidance in the interpretation, application, and implementation of Federal laws, regulations, and policy relating to Planning, Air Quality and other technical programs to officials of the State Department of Transportation, cities, counties, other agencies, and to private citizens. They are experienced in leading and overseeing program priorities and reviews, working with senior level professionals in various organizations, serving as a senior agency/organization representative.
