Sr. Program Manager, Project Engineering

Johnson Service Group (JSG) is currently seeking an experienced Sr. Program Manager, Project Engineering. This is a 6 Month contract with the largest public energy provider in the U.S. Citizenship: U.S. Citizenship is required Hourly Rate: up to $62.75/hour (W2) Client Location: Chattanooga, TN. (100% Onsite) Residency: Local or Regional candidates only. Proposed start date: 10/06/26 Proposed end date: 04/05/27 Duration: 6 Months

Job Description

This position is responsible for all engineering and technical oversight associated with assigned capital projects developed and executed by the respective department within GPFS. Duties include development of engineering contracts, control of project design, compliance with TVA & industry standards, QA/QC, and management of engineering budgets & schedules. For assigned projects, this position leads engineering for scoping, study, design, procurement, construction, and ensures replication of engineering solutions. This role establishes and communicates engineering priorities to contract partners, project team members, and management. It also provides leadership and technical direction to the project design and execution team while ensuring quality products from design firms, contractors, and OEMs meet or exceed project requirements.

Weekly in-person or Teams meetings, or more often if needed, to review all projects going over the PM and Project Managers; separate to-do list to help keep each other from missing anything.

Additional Information:

  • Keeps a log of all engineering milestones to make sure engineering partners and projects in phase one and phase two are tracking the milestones and doing everything needed to not miss these milestones.
  • Raise the flags as early as possible if any milestones are not on track.
  • Facilitates all JPTs for phase 1 and 2 meetings, leading the meetings with the engineering partners.
  • Ensures all items needed for design packages are being turned in on time.
  • Go-to between the engineering partners and the plant engineering teams.
  • Works with vendor engineering teams if needing items from them.
  • Keeps track of the engineering POs, making sure they are in budget, and informs the partners if they are getting close to cost and if there needs to be a revision.
  • Notifies PM when invoices are in and approved expeditiously.
  • Reaches out to engineering partners to make sure fee evaluations are done on time and not holding up the project from closing.
  • Follows the project tracking method that the PM keeps seeing when RFP packages are needed for projects beginning or changing from phase to phase.
  • Keeps PM informed of the proposal reviews and discusses them together with them thought process on the best partner for that project.
  • Captures lessons learned along the way.
  • Cleans up late DCN reports from prior program managers.
  • Responds to emails and calls in a very timely manner.
  • Makes PM/PrgMgr communication a priority.
  • Goes to all required site visits, plus visits that are not.
  • Emphasizes safety expectations during meetings.
  • Decision-making authority and accountability to translate the goals and strategies of TVA into specific project engineering and work plan activities while providing leadership and technical direction to the project team. Resolves conflicts and gains consensus between vendors, partners, engineering, construction, and management for projects.
  • Leads studies and designs, including drawings, engineering specifications, calculations, purchasing requisitions, bills of materials, procurement specifications, QA/QC plans, factory acceptance, etc.
  • Provide technical direction for mechanical, electrical, I&C, civil, and structural engineering for project teams implementing various multi-disciplined projects with minimal assistance from others.
  • Manage and be accountable for project engineering budgets, forecasts, and schedules to support project completion within pre-established targets, including metrics for safety, quality, and environmental goals.
  • Provide engineering oversight and governance of engineered equipment suppliers, including purchasing components
  • Ensure product quality from contract engineering and construction partners, and compliance with TVA processes, procedures, and standards associated with project design and associated documentation.
  • Manage, track, control, and evaluate engineering performance for continuous improvement and innovation through engineering contracts to execute engineering for projects utilizing matrix teams.
  • Translate goals and strategies into specific initiatives and work plan activities.
  • Support all project engineering and technical functions, including development, design, equipment selection, procurement, project management, and construction management.

Education BS Degree in engineering from an accredited university Experience Must have a minimum of 8 or more years of experience in utility engineering and technical support functions. Experience with utility project management, engineering, environmental, operational practices, construction, health & safety, project planning & execution, and contract development & management is also required. Certification/License, etc. A professional engineering license and project management certification are preferred. Knowledge/Skills/Abilities Must have the ability to analyze complex technical and managerial problems to determine optimal solutions. Must have a strong understanding of multi-disciplinary engineering roles to facilitate effective teamwork and collaboration to achieve results. Must demonstrate sound judgment, decision-making, organizational, interpersonal, negotiation, and communication skills as a leader on project teams. Must have a thorough understanding of procurement, contract management, processes & procedures, and be familiar with utility engineering standards.
