The Washington State Criminal Justice Training Commission (WSCJTC) is hiring a Program Specialist 4 to serve as a Curriculum Developer. Assigned to the Curriculum Unit, this position will work as part of the Unit's Instructional Systems Design team responsible for researching, creating, implementing, and evaluating Law Enforcement and Correctional training programs. The curriculum created by this position and team will impact statewide curriculum content and delivery standards. This position's focus will be developing and updating curriculum for the Field Training Officer/Patrol Training Officer (FTO/PTO) to ensure it reflects the Agency's focus on adult learning principles, interleaving, and certifiable curriculum standards. Duties

Duties assigned to this position include (but are not limited to):

• Draft, develop, and design competency-based curriculum and resource guides, templates, and reference materials aligned with WSCJTC standards, adult learning principles, and evidence-based practices with primary responsibility for the FTO/PTO and Reserve Academy curriculum.
• Conduct needs assessments identifying gaps and performance expectations for an officer beginning Field/Patrol Training post-basic academies.
• Receive and follow instructional design structure to document curriculum proposals by subject matter experts, research resources and information, policy documents, and identify solutions to address conflicts therein.
• Liaise with subject matter experts to support design and redesign of curriculum in their area of instruction to include classroom, practical, mock scenarios, and online training and testing.
• Effectively communicate the instructional design methodology used by the curriculum unit. Respond timely and well to questions posed by internal and external partners in areas of delegated authority. Where ambiguity exists, seek clarification from supervisor/manager.
• Build upon relationships with criminal justice agencies and the public to ensure voices are heard and the curriculum developed delivers expected results. Assist with working group meetings on specific curricular content where necessary.

Qualifications

Required Qualifications/Experience:

• At least six years of experience in curriculum development for criminal justice or military personnel (law enforcement, corrections, juvenile corrections)
• OR
• Bachelor's degree in Education, Public Administration, Criminal Justice, Communications, English, Psychology/Sociology, or similar/related degree plan
• AND
• At least two years of experience in curriculum development for criminal justice or military personnel (law enforcement, corrections, juvenile corrections)
• AS WELL AS:
• At least two years of documented experience in positions requiring project management, collaboration, problem solving skills, analysis, and strategy. (This experience may run concurrently with the requirements above).
• The ability to take action to learn and grow.

• Understanding of adult teaching and learning methods.
• Understanding and support for cultural diversity.
• Ability to model the agency mission, vision, values in communications and interactions with staff and students.
• Ability to perform in accordance with the agency's code of conduct and other policies.

• Skills for basic computer applications including Microsoft Office Suite.
• Effective communication skills.
• Ability to support the agency's diversity, equity, and inclusion goals.

Preferred/Desired Qualifications:

• Five years of documented experience in positions requiring project management, collaboration, problem solving skills, analysis, and strategy.
• Understanding of and/or experience with WSCJTC protocols and chain of command.
• Knowledge of training and instruction principles, content, and methodology.
• Knowledge of the criminal justice system including federal, state, and local criminal justice agencies, laws, ordinances, and regulations.
• Effective at developing and utilizing resources.
