Job Description
The Office of Information Management (OIM), is seeking an experienced Oracle APEX Developer to support the modernization of the Virginia Vital Events and Screening Tracking System (VVESTS). The selected candidate will be responsible for planning, coordinating, developing, and implementing data modernization initiatives for vital statistics and vital records applications.
VVESTS is a mission-critical application that supports Virginia's Birth Registry, Death Registry (EDRS), and Screening Registry. The system integrates with multiple Virginia state agencies, including DSS, DMV, DCLS, and LVA, as well as federal organizations such as SSA, CDC, NCHS, and NAPHSIS. It also exchanges data with the Virginia Immunization Information System (VIIS).
The current application is built using the Oracle PL/SQL Web Toolkit (mod_plsql), which is being migrated to Oracle Application Express (APEX) to leverage modern, secure, and scalable web technologies. Since the application processes highly sensitive PII and PHI data, maintaining strong application security and HIPAA compliance is essential.
