Job Summary:

The VDH Programmer Analyst 3 will be an integral member of the Virginia Department of Health's Office of Information Management team, focusing on planning, coordinating, developing, and implementing data modernization projects related to vital statistics and vital records. This role involves migrating legacy systems to modern platforms while ensuring strict compliance with security and regulatory standards.

Responsibilities:
  • Plan, coordinate, and develop data modernization initiatives for vital statistics and vital records projects.
  • Migrate existing PLSQL Web toolkit modules to Oracle Application Express (APEX).
  • Ensure web application security to protect sensitive Personally Identifiable Information (PII) and Protected Health Information (PHI).
  • Use modern JavaScript/jQuery frameworks, templates, and CSS styles to mitigate security vulnerabilities.
  • Maintain compliance with HIPAA regulations and other relevant security standards.
  • Collaborate with multiple state and federal agencies for data exchange and integration.
  • Support critical systems including Virginia's Birth Registry, Death Registry (EDRS), and Screening Registry.
Required Skills & Certifications:
  • Minimum 5 years of experience with Oracle databases (11g/18c/19c).
  • Strong proficiency in SQL and PL/SQL with at least 5 years of experience.
  • At least 5 years of experience with JavaScript or jQuery.
  • Minimum 5 years of experience with Oracle APEX development.
  • Knowledge of HIPAA compliance and handling of sensitive health data.
Preferred Skills & Certifications:
  • 2 years of experience with Oracle PL/SQL Web Toolkit.
  • Experience with RESTful and SOAP web services (2 years preferred).
Special Considerations:
  • Candidate must physically reside within the United States for the duration of the assignment.
  • Strict adherence to Commonwealth of Virginia security policies.
  • Work involves handling highly sensitive PII and PHI data requiring high security standards.
Scheduling:
  • Onsite presence required five days a week for the first 30 days.
  • After the initial period, a transition to a three-day onsite schedule is possible based on performance and business needs.
