Job Summary:

The DOH Project Manager 4 is a senior-level IT Project Manager responsible for leading the implementation of an Electronic Health Record (EHR) system across multiple bureaus including Community Health Systems, Immunizations, and Communicable Diseases. This role requires extensive experience in health IT, EHR implementation, and organizational change management to ensure successful project delivery from initiation through to completion, meeting all business, technical, and quality standards.

Responsibilities:
  • Lead the planning, execution, and governance of the EHR implementation project for 59 State Health Centers and clinical staff.
  • Manage all phases of the project lifecycle including planning, design, programming, testing, and implementation.
  • Develop and maintain detailed Project Management Plans, schedules, and budgets, ensuring alignment with client requirements and approvals.
  • Coordinate and facilitate communication among stakeholders, IT teams, vendors, and program offices to define requirements and resolve issues.
  • Monitor project progress, milestones, and budget; take corrective actions as necessary to keep the project on track.
  • Manage project risks and issues using a RAID+ Log and develop mitigation strategies.
  • Prepare and deliver regular status reports and presentations to senior leadership and stakeholders.
  • Ensure adherence to HHS DC IT PMO methodologies and standards throughout the project.
  • Mentor junior project management staff and facilitate training and orientation sessions.
  • Coordinate system testing and ensure quality assurance processes are followed.
  • Maintain project documentation using SharePoint and Microsoft Teams.
  • Serve as the primary point of contact for all project-related issues and communications.
Required Skills & Certifications:
  • Active Project Management Professional (PMP) certification from the Project Management Institute (PMI) with a minimum of 5 years.
  • 7 to 9 years of relevant project management experience, including leading large-scale IT projects.
  • Proven experience implementing Electronic Health Record (EHR) systems, especially transitioning from paper-based charting.
  • Strong knowledge of health informatics, health IT, and organizational change management (OCM).
  • Familiarity with PMI's five project management phases and ability to apply them effectively.
  • Excellent interpersonal, communication, and stakeholder management skills.
  • Ability to develop detailed project plans, manage budgets, and track metrics.
  • Must currently reside in Pennsylvania.
Preferred Skills & Certifications:
  • Experience with organizational change management (OCM) in independent customer environments.
  • Familiarity with public health programs and related issues.
Special Considerations:
  • Must be able to work on-site in the Harrisburg, PA office two days per week as requested.
  • Participation in off-site meetings at State Health Centers may be required.
  • Responsible for weekly timesheet reporting and status updates via PeopleFluent/VectorVMS and SharePoint.
Scheduling:
  • Standard business hours with flexibility to manage multiple work efforts and coordinate across teams.
  • Project duration from September 21, 2026, to December 31, 2026.
