Program Manager (Non-Tech) 5 Marketing Communications Operations

The Program Manager (Non-Tech) 5 will lead the operational backbone of Microsoft Marketing's global employee and executive communications. This is not a traditional PM role it is a communications operations and systems role focused on building scalable processes, owning communications platforms, and ensuring high-quality, consistent delivery of messaging across the organization.

You will design and run the systems, workflows, and automation that power how communications are created, approved, published, measured, and improved. This role operates with high independence and partners closely with Communications leads to translate strategy into repeatable, high-quality execution.

The team enables scalable, structured, and efficient communications for Microsoft Marketing by building the systems, processes, and channels that support global employee and executive communications.

Key Responsibilities

  • Communications Systems & Channel Ownership
    • Own end-to-end operations of internal communications platforms, including:
      • SharePoint / intranet (primary destination and source of truth)
      • Email and newsletter distribution systems
      • Viva Engage for amplification and engagement
      • Survey and measurement tools
    • Responsibilities include:
      • Ensuring channels work together cohesively (email ? SharePoint ? Viva Engage)
      • Defining publishing standards, content structure, and channel governance
      • Maintaining a consistent, usable, business-aligned channel experience
  • Scaled Content Operations & Publishing
    • Own the publishing pipeline across all communications channels
    • Establish standards for formatting, QA, and channel usage
    • Build repeatable workflows for content intake, production, approvals, and publishing
    • Ensure "last mile excellence" across all published materials
    • Partner with Communications leads to tailor content by audience and channel
    • Ensure content is distributed and connected across channels
  • Workflow Automation & Systems Architecture
    • Design and implement scalable workflows using Power Automate and Microsoft 365 tools
    • Identify manual or high-friction processes and convert them into automated systems
    • Build automation for:
      • Content intake, approvals, and publishing
      • Distribution and targeting
      • Performance tracking and reporting
    • Document workflows for reuse across the team
  • AI Enablement Across Communications
    • Define and implement practical AI applications (e.g., Copilot) across communications workflows
    • Integrate AI into:
      • Recurring content production (drafting, summarization, formatting)
      • Reporting and insights
      • Knowledge capture and reuse
    • Test, validate, and scale AI-assisted workflows
    • Drive adoption of AI-enabled practices across the team
  • Measurement, Reporting & Insights
    • Own measurement strategy for communications channels and programs
    • Standardize reporting frameworks across email, intranet, events, and surveys
    • Deliver recurring reporting with actionable insights
    • Identify trends and opportunities to improve engagement and effectiveness
  • Communications Rhythm of Business
    • Own the communications calendar and publishing cadence
    • Track dependencies, timelines, approvals, and delivery
    • Provide visibility into status, risks, and blockers
    • Ensure alignment across stakeholders and workstreams
  • Process Design & Continuous Improvement
    • Evaluate current workflows and identify opportunities for simplification and scale
    • Redesign processes to reduce manual effort and inefficiency
    • Establish clear operating models for communications delivery
    • Continuously refine systems based on feedback and performance data
  • Communications Translation & Consistency
    • Translate communications strategies into structured execution plans
    • Ensure consistency across channels and audiences
    • Identify overlaps, gaps, or inefficiencies in communications delivery
  • Budget Tracking Systems & Process Design
    • Define and implement a centralized approach for tracking communications and event budgets
    • Create standard tools, templates, and processes
    • Ensure consistent data capture and reporting
    • Partner with Event Management to drive adoption

Required Skills & Experience

  • 7+ years in communications operations, marketing operations, or program management
  • Experience designing and implementing operational systems at scale
  • 5+ years working with communications platforms (SharePoint, email systems, content publishing)
  • 3+ years building workflow automation (Power Automate or similar)
  • Strong systems thinking and process design capability
  • Experience applying AI tools to improve workflows
  • Ability to operate across complex stakeholder environments
  • Prior Microsoft experience strongly preferred, but not required if enterprise comms systems experience is comparable

Disqualifier: Candidates without enterprise communications systems experience are not eligible.
