Job Summary:

The Senior Java Developer will play a key role in modernizing the District of Columbia Department of Motor Vehicles Enterprise Application Destiny project by leveraging advanced Java technologies and frameworks. This position involves designing, developing, testing, and deploying scalable Java applications using Spring technologies and Agile methodologies. The developer will work closely with cross-functional teams to enhance existing systems, ensure compliance with enterprise standards, and support integration with statewide systems.

Responsibilities:
  • Design, develop, test, and deploy Java applications using Spring framework and related technologies.
  • Write clean, scalable, and maintainable code; refactor and debug existing software.
  • Develop and maintain technical documentation throughout the software development lifecycle.
  • Collaborate with internal teams to produce software design and architecture.
  • Monitor and report on performance and utilization of assigned technologies.
  • Troubleshoot software and hardware issues and manage escalated tickets.
  • Provide consultative expertise to customers and technical support to stakeholders.
  • Identify best practices and standards for product use and integration.
  • Coordinate activities of application developers and act as a subject matter expert when needed.
  • Deliver support and design for industry-specific applications requiring statewide system integration.
  • Interact with executive-level business users and technical experts.
  • Perform other related duties as assigned.
Required Skills & Certifications:
  • Bachelor's degree in Information Technology or a related field, or equivalent experience.
  • Minimum 10 years of core Java development experience with strong back-end skills.
  • Experience with Java concepts including Annotations, Generics, Reflection, Inheritance, OO Design, NIO, and Bean Validation.
  • At least 3 years of experience with Spring Boot, Spring Java Config, Dependency Injection, Autowiring, Spring Integration, and Spring Web Services.
  • Proficiency in synchronous and asynchronous programming including Callbacks, Future, Timeout, and Error Handling.
  • Experience with Maven build tools and Git version control.
  • Familiarity with Tomcat, Jetty, or Undertow application servers.
  • Experience working in a Linux environment.
  • Experience using JIRA for issue tracking.
  • Strong technical documentation and communication skills.
  • Proven ability to convey technical and functional concepts effectively.
Preferred Skills & Certifications:
  • Experience with RedHat OpenShift container-based application development and deployment.
  • Knowledge of mainframe CICS containers and channels using JCA connectors.
  • Familiarity with Continuous Integration and Continuous Development (CI/CD) practices.
Special Considerations:
  • Absences greater than two weeks must be approved in advance by management with reachable contact information provided.
  • Compliance with contractual terms including no reimbursable expenses and adherence to vendor hourly rate limits.
  • May require in-person interviews and coordination with multiple stakeholders.
Scheduling:
  • Work is expected to follow a standard schedule aligned with project timelines from August 11, 2026, to September 30, 2026.
  • May involve coordination across teams and timely response to support requests during business hours.
