The Software Developer role involves designing, developing, and integrating complex multi-tier IT systems and solutions. The position requires collaboration with business analysts and technical teams to analyze requirements, create architectural artifacts, develop and test system components, and provide technical leadership. The role supports enterprise-level projects with a focus on full-stack development, system integration, and ensuring IT security and quality standards.
Responsibilities:- Analyze requirements in collaboration with business analysts.
- Create solutions design and architecture artifacts (conceptual, logical, physical).
- Conduct architecture checkpoints and solution design walkthroughs.
- Develop complete technical and user documentation.
- Code and integrate system/solution components.
- Perform unit and integration testing and develop test cases.
- Collaborate with system testers on functional, performance, and vulnerability testing.
- Conduct knowledge transfer sessions for technical project team members.
- Lead development teams and provide technical leadership and guidance.
- Identify and resolve technical problems, conduct research, and develop recommendations.
- Prepare reports and communicate technical solutions to stakeholders.
- Engage with stakeholders and manage service delivery partners.
- Ensure compliance with government IT standards, security, and privacy policies.
- 10+ years experience in IT systems development across multi-platform environments (web, desktop, mobile, mainframe).
- Expertise in multi-tier open-standard technologies such as JSP/Servlet, JEE, EJB, JNDI, JDBC, JMS, XML, JSON, REST, SOAP, Struts Framework, Tomcat, Apache.
- Proficiency with Oracle Designer, WebSphere, WebLogic, SUN Solaris, Windows Server, .NET, VPN, PKI, LDAP, Oracle RDBMS and PL/SQL.
- Strong knowledge of large-scale complex systems analysis, design, programming concepts, and emerging technologies.
- Advanced skills in full-stack multi-tier system components analysis, design, coding, and integration using REST API, SOAP/WSDL, JSON/XML messaging, and UI frameworks.
- Experience with design and development tools such as MS Visio, Power Designer, Eclipse, IntelliJ, Visual Code.
- Technical project leadership experience including team leadership, solution design/code walkthroughs, and project management methodologies.
- Strong analytical, problem-solving, debugging, refactoring, and optimization skills.
- Effective communication and interpersonal skills for collaboration and stakeholder engagement.
- Knowledge of ITIL best practices and public sector IT standards, policies, and security/privacy guidelines.
- Experience working in public sector environments and understanding government strategies and directives.
- Consulting skills and ability to manage multiple concurrent assignments.
- Familiarity with service delivery partner management and participation in IT group discussions/committees.
- Position requires onsite presence at designated office locations.
- Must comply with government IT security and privacy standards.
- Work 7.25 hours per day between 8:00 AM and 5:00 PM, Monday to Friday, excluding lunch breaks.
- Five days onsite at specified office locations in Kingston or Toronto, Ontario.
