Job Summary:
The Senior Software Developer will lead the design, development, integration, and testing of complex multi-platform IT systems. This role requires extensive experience in full-stack development, technical leadership, and collaboration with business analysts and testing teams to deliver enterprise-level solutions. The position is onsite with a focus on ensuring high-quality, secure, and scalable software aligned with government IT standards.
Responsibilities:
- Analyze requirements in collaboration with business analysts.
- Create solution design and architecture artifacts (conceptual, logical, physical).
- Conduct architecture checkpoints and solution design walkthroughs.
- Develop complete technical and user documentation.
- Code and integrate system/solution components.
- Perform unit and integration testing; develop test cases.
- Collaborate with system testers on functional, performance, and vulnerability testing.
- Transfer knowledge to technical project team members.
- Lead development teams and provide technical leadership to analysts, developers, and testers.
- Manage major complex IT projects ensuring deliverables meet specifications.
- Identify and resolve technical problems, conduct research, and recommend solutions.
- Prepare reports and communicate technical solutions to technical and non-technical stakeholders.
- Engage with stakeholders and participate in IT group discussions and committees.
- Ensure compliance with government IT standards, policies, and security guidelines.
Required Skills & Certifications:
- 10+ years experience in IT systems development across multiple platforms (web, desktop, mobile, mainframe, micro/mini systems).
- Expertise in multi-tier open-standard technologies such as JSP/Servlet, JEE, EJB, JNDI, JDBC, JMS, XML, JSON, REST, SOAP Web Services, and Strut Framework.
- Proficiency with Oracle Designer, WebSphere, WebLogic, SUN Solaris, Windows 2008/2012, .NET, VPN, PKI, LDAP, Oracle RDBMS (versions 9-12), and PL/SQL.
- Experience with development and deployment tools including source code and application package management.
- Advanced knowledge in full-stack multi-tier solution design, coding, and integration using REST API, SOAP/WSDL, JSON/XML messaging, and UI frameworks.
- Strong analytical and problem-solving skills including debugging, refactoring, and optimization.
- Technical project leadership experience with knowledge of project management methodologies and ITIL best practices.
- Excellent communication, consultation, and interpersonal skills.
- Experience working within public sector IT standards, policies, and security/privacy requirements.
Preferred Skills & Certifications:
- Experience using design and development tools such as MS Visio, Power Designer, Eclipse, JetBrains IntelliJ, Atom, or Visual Studio Code.
- Demonstrated ability to lead complex IT projects and manage teams including external consultants.
- Strong consulting skills and ability to engage with diverse stakeholders.
- Proven track record of meeting deadlines and managing multiple concurrent assignments.
Special Considerations:
- Position is strictly onsite at the designated office location.
- Work requires adherence to government IT standards, security, and privacy policies.
- Extensions permitted only within unused contract days or remaining funds; no additional funds beyond original contract.
Scheduling:
- Work hours are 7.25 hours per day, Monday through Friday.
- Standard working hours between 8:00 AM and 5:00 PM, excluding lunch breaks.
