Work Location: Hybrid (Telework combined with onsite at 5805 N. Lamar Blvd, Austin, TX 78752)
Work Hours: Monday Friday, 8:00 AM 5:00 PM (CT). Note: Some weekend, evening, or holiday hours may be required based on project needs.
I. Description of Services
The Texas Department of Public Safety (DPS) requires the services of a Software Developer 3. The candidate will oversee the coding, testing, and debugging of programs as outlined by system requirements and participate heavily in analysis and legacy migration efforts.
Role Responsibilities:
- Oversee the coding, testing, and debugging of programs as outlined by a system's technical and functional requirements and oversee the preparation of test data.
- Oversee the development of and/or prepare flowcharts and diagrams.
- Oversee the preparation of and/or prepare instructions for use during production runs and coordinate the preparation and development of instructions or manuals for end users.
- Lead and coordinate the research and the analysis required for project proposal, software and systems modifications, and new projects.
- Analyze proposed computer applications in terms of equipment requirements and capabilities; evaluate database schemas, write and run SQL code, and deploy packages/triggers; review and revise programs to increase operating efficiency or to adapt new procedures.
- Analyze logs, system messages, thread connectivity, memory utilization, disk input/output, and disk space in order to troubleshoot application issues.
- Confer with staff members to schedule work and coordinate programming projects.
- Prepare detailed analyses, plans, diagrams, and verification procedures for existing and proposed computer applications.
- Develop standards and procedures for programming staff, and related interfaces and reports.
- Develop and implement specialized programs to supplement and enhance systems software.
- Recommend, coordinate, and implement changes to improve application and overall system performance.
- Create and maintain backup and restore processes to ensure business continuity.
- Coordinate, assign, and track the work of others.
II. Candidate Skills and Qualifications
Required Experience:
- 15 Years: JAVA experience
- 10 Years: SQL database experience
- 8 Years: Sustaining and development experience in support of large applications in a team environment
- 5 Years: Linux
Preferred Experience:
- 8 Years: Atlassian tool suite, especially JIRA
- 8 Years: Agile methodology
- 2 Years: Experience with State of Texas applications; experience with Texas Department of Public Safety (DPS) environment
- 2 Years: Experience transitioning applications from legacy mainframe environments to Java/SQL environment
III. Additional Terms and Conditions
Background Check Requirements:
Candidates selected will be subject to a strict background check. Disqualifiers include, but are not limited to:
- A felony conviction or an open/active arrest warrant in any state.
- Currently under indictment for any criminal offense.
- An entering of an order of deferred adjudication for a felony (until five years after court supervision ceased and case dismissed).
- A conviction of driving while intoxicated during the five-year period immediately prior to the date of application.
- A finding by a court that the contractor was a delinquent child during the five-year period immediately prior to application (unless sealed).
- Driver license suspended, including probated suspension, by DPS during the last three years as a habitual violator, or suspended for refusal to submit to a chemical test within the last five years.
- An open disposition, incomplete criminal record, or no final determination of guilt/innocence found following a felony or Class A/B arrest.
- A conviction for a Class A misdemeanor, or deferred adjudication for any felony or Class A misdemeanor.
- An entering of an order of deferred adjudication, or conviction, for any Class B misdemeanor within the last ten years.
- A conviction for a family violence offense.
Other Requirements:
- Cybersecurity training is required within the first 30 days of employment.
- Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's expense.
