Solid Waste Permit Technician
The Solid Waste Permit Technician performs intermediate technical and skilled administrative support work receiving and processing Solid Waste User Permit applications for residents residing in unincorporated areas and Temporary Solid Waste User Permit applications for incorporated areas of Wilson County trash service is being provided through property taxes paid to the following municipalities: City of Wilson, Town of Black Creek, Town of Elm City, Town of Lucama, Town of Saratoga, Town of Sims, and Town of Stantonsburg. Technician will be responsible for processing payments, preparing and maintaining associated records and files, and related work as required. Work is performed under the limited supervision of the Solid Waste Assistant Director. This is a full-time position with all applicable benefits. The Salary range shown depends upon qualifying for the position and salary may be based on years of experience listed on the application itself, not upon supplemental documents attached. Bilingual Spanish/English skills would be helpful. The work schedule will typically include working Monday through Friday, rotating Saturdays, and on Sundays during emergency conditions this is Non-Negotiable. After the completion of Probationary Period, Employee will need to complete NC SWANA Landfill Specialist training to receive 2.5% Salary Increase.

Minimum Qualifications or Standards Required to Perform Essential Job Functions Physical Requirements: Must be physically able to operate a variety of machinery and equipment including computers, typewriters, calculators, copiers, facsimile machines, etc. Requires the ability to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary Work involves sitting most of the time but may involve walking or standing for brief periods of time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met. Interpersonal Communication : Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments, or directions from superiors. Language Ability: Requires the ability to read a variety of reports, correspondence, statutes, forms, manuals, etc. Requires the ability to prepare correspondence, reports, forms, purchase orders, etc., using prescribed formats and conforming to all rules of punctuation, grammar, diction, and style. Requires the ability to speak to people with poise, voice control, and confidence. Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists; to interpret a variety of instructions furnished in written, oral, diagrammatic, or schedule form. Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages, including computer and tax listing terminology. Numerical Aptitude : Requires the ability to utilize mathematical formulas; to add and subtract; to multiply and divide; to calculate decimals and percentages. Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width, and shape. Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using office equipment. Manual Dexterity: Requires the ability to handle a variety of items such as office equipment. Must have minimal levels of eye/hand/foot coordination. Color Discrimination: Does require the ability to differentiate between colors and shades of color. Interpersonal Temperament : Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress. Physical Communication : Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via telephone.
Knowledge, Skills and Abilities Considerable knowledge of modern office practices and procedures. Considerable knowledge of departmental and county policies and procedures. Considerable knowledge of arithmetic, spelling, grammar, punctuation, and vocabulary. Skill in organizing workflow and coordinating activities. Skill in computing figures accurately and rapidly. Ability to type accurately at a moderate rate of speed. Ability to use a computer and popular computer-driven word processing, spreadsheet and file maintenance programs. Ability to maintain complete and accurate records and to develop meaningful reports from those records. Ability to analyze and interpret policy and procedural guidelines and to resolve problems and questions. Ability to develop and modify work procedures, methods and processes to improve efficiency. Ability to communicate effectively orally and in writing. Ability to exercise considerable tact and courtesy in frequent contact with the general public. Ability to establish and maintain effective working relationships as necessitated by work assignments.
Minimum Education and Experience
Associates/Technical degree with coursework in business management, or related field and considerable experience in administrative support and office operations, or equivalent combination of education and experience.
