Essential Duties/Responsibilities
Minimum Entrance Qualifications
Education: Graduation from a recognized college or university with a Bachelors of Arts/Science Degree in a related field. Additional qualifying experience may be substituted on a year-for-year basis. Experience: Five (5) years of progressively responsible experience in multilingual learner, English Learner, instructional support, or educational program administration, including experience leading projects, programs or staff. Licenses/Certifications/Special Requirements Valid California Driver License *Alternate variations of education/experience may be considered by Personnel Commission staff as acceptable to qualify for participation in the examination process resulting in an eligibility list. When appropriate additional work experience beyond the minimum requirement may be supplemented for required minimum education requirements.
Job Competencies: Knowledge, Skills, and Abilities
Knowledge of: Federal, State and local laws, policies, regulations and procedures pertaining to English Learners, Multilingual Learner programs, and student assessment administration and requirements, including CALPADS reporting. English learner educational assessments and related software database systems; Proficient use of Microsoft Office programs, including Word, Excel, Publisher, PowerPoint; Budget development, administration, fiscal monitoring, and resource allocation principles. Professional learning design and adult learning principles. Community engagement strategies and advisory committee processes, including DELAC requirements Principles, practices, and trends in multilingual learner education, language acquisition, English Language Development (ELD), Dual Language Immersion, and Newcomer programs. Personnel supervision, employee development, performance evaluation, and progressive discipline practices. Methods of statistical computations and compiling data; Oral and written communication skills; Correct English usage, grammar, spelling and punctuation; Public speaking techniques; and Ability to: Plan, organize, coordinate, and evaluate District-wide multilingual learner programs and services. Develop, administer, and monitor departmental budgets. Exercise independent judgment and make recommendations regarding program operations and personnel matters. Supervise, train, motivate, and evaluate assigned personnel. Manage multiple projects, priorities, and timelines in a complex educational environment. Learn and navigate the District's student information systems for purposes of data entry, query, and export of data. Learn and apply rules and regulations involved in assigned department functions Maintain the security of confidential materials Analyze situations accurately and adopt an effective course of action Comprehend and follow directions given verbally and in writing. Demonstrate mental acuity sufficient to perform the essential functions of the position. Communicate effectively with diverse audiences both orally and in writing. Write effectively, with grammar and stylistic proficiency Maintain records and prepare reports Meet schedules and time lines Work independently under general direction Be motivated to produce high quality work product Maintain a work pace appropriate to the position

SICK LEAVE: One day per month, cumulative from year to year (employees working less than 12 months shall earn sick leave on a pro rata basis). VACATION: 22 days/year; No vacation accrual for Assistant Superintendent, Business Services SALARY STEP MOVEMENT: Anniversary date until top step is reached; N/A for Assistant Superintendent, Business Services. AUTOMOBILE ALLOWANCE: $335/month for Director/Department head positions; $500/month for Assistant Superintendent. DOCTORATE DEGREE: Additional $798/Year. LONGEVITY COMPENSATION: Upon completion of 19, 24, and 29 years of service from the hire date, employees receive an additional $823/year on the salary schedule; N/A for Assistant Superintendent, Business Services. RETIREMENT: Employees are covered by Public Employees Retirement System (PERS) and Social Security. Contributions are made by both the employee and employer.
