Management Responsibilities
Management Responsibilities comprise 70% of incumbent's time and include but are not limited to:
- Defines the strategic direction of NAF FFR information systems (IS), telecommunications, video and data systems and operations in support of Department of Defense (DoD), Department of Navy (DON) and Commander, Navy Installations Command (CNIC) strategy.
- Provides management and operational support, supervisory oversight, administrative control, and coordination of the MIS program at all FFR NAF activities.
- Provides advice and guidance on all matters pertaining to NAF MIS and cybersecurity with various echelons of NRMA Region leadership, Region and Installation FFR program directors/managers, and installation commanders.
- Leads and guides the implementation and maintenance of CNIC NAF Point of Sale (POS) and operational support systems. Ensures all operational support activities and staff are knowledgeable and familiar with the systems front line mechanisms and software programs.
- Reviews all computerized and manual systems; information processing equipment and software for acquisition, storage and retrieval; and definition of the strategic direction of all information processing and communication systems and operations.
- Directs the information and data integrity for NRMA NAF programs. This includes technical service calls, projects scheduling, help desk operations, communication networks, procedure and policy development, evaluating performance of existing systems, recommending new systems and services, and effective computer systems operations.
- Ensures strategic planning in all aspects of technology implementation; creates and maintains a service oriented environment; builds and manages diverse technology infrastructures including client server hardware and software architecture, technical services management, 24-hour server operations, network monitoring, 24-hour internet availability, disaster recovery, application software acquisition and implementation, NMCI compliance, change management, and help desk operations.
- Provides management oversight for FFR Purchase Card Industry and FFR Business network contracts.
- Represents NRMA in development of FFR IT policy, standards and practices as a voting member of the CNIC FFR IT Working Group (FFR ITWG).
Supervisory Responsibilities comprise 30% of incumbent's time and include but are not limited to:
- Directs work to be accomplished by staff.
- Assigns work based on priorities, difficulty and requirements of assignments, and staff capabilities.
- Conducts annual performance reviews of staff.
- Interviews and makes hiring/staffing decisions.
- Ensures staff receives proper training to fulfill requirements of their positions.
- Addresses potential disciplinary and/or performance issues timely and takes appropriate corrective action(s) as necessary.
- Supports CNIC's EEO policy; fosters a work environment free of discrimination, harassment, and/or reprisal; ensures all subordinate staff understand and adhere to the policy; and ensures treatment of all staff is fair and equitable.
- Supervises up to seven MIS staff; directly supervising (3) NF-2210-04 and (1) NF-0326-03 and indirectly supervising (3) NF-2210-03. This includes (2) positions forward deployed to NAVSTA Great Lakes.
