Work Location: Hybrid - Columbia, SC (3 days onsite per week). Note: Subject to change to fully onsite with little to no notice.
Candidate Location Requirement: Candidate MUST be a South Carolina resident or willing to relocate to SC prior to starting the role at their own expense.
Interview Process: 2 rounds (1st round via Teams, 2nd round In-Person). Candidates should expect to be onsite with very little notice for the 2nd round interview.
I. Scope of the Project
The Division of Technology Services is responsible for developing, implementing, maintaining, and obtaining multiple mission-critical applications for the Department of Social Services (DSS).
The Department seeks a highly motivated individual with advanced software development skills to join the Web Application Development team. This role is a key contributor in delivering the new Economic Services Re-Engineering projects (including a new Registration, Interview Center, and Eligibility System for DSS) and the Refugee Management System.
II. Daily Duties & Responsibilities
The candidate should be an expert coder in both visual interfaces and web services construction, utilizing Microsoft Visual Studio 2017, C#, ASP.NET, ASP.NET MVC 3+, jQuery, Angular, PrimeNg, .NET, .NET Core, ASP.NET Core WEB API, Minimal API, MS SQL Server 2016 enterprise server, and TFS (Team Foundation Server). Duties include code development, unit testing, source code management, build management, integration testing, and deployment.
Major responsibilities include:
- Interact with software engineers and technical leaders to understand subsystem/component specifications and recommend changes for efficient development.
- Interact with representatives of other industry and government groups to understand/recommend data interchange formats, APIs, messaging strategies, application server software, and hardware/virtual machine requirements.
- Design and document subsystems and system components consisting of several objects working together to execute encapsulated functions.
- Implement and debug subsystems and components.
- Write and execute tests for subsystems and components.
- Participate in integrated test sessions of components and subsystems on test and production servers.
- Determine and communicate the implications of system-level decisions on subsystems and components, mitigating risks or leveraging advantages.
- Determine and communicate requirements and capabilities of components within the context of the larger system, project, and team.
- Support the management of the team's technical infrastructure (e.g., repository, build system, testing system) under the guidance of engineers or project leads.
- Mentor junior and aspiring software development engineers, participating in efforts to share technology and expertise within the organization.
- Perform tasks efficiently and work collaboratively to ensure project success.
III. Required Skills & Qualifications
Required Experience:
- 7+ Years: Independently designing and implementing medium to large-scale software systems and components using .Net architectures.
- 5+ Years: Developing data-driven applications utilizing SQL database as part of the overall application architecture.
- 5+ Years: Building web-based software systems utilizing N-tier architectures, dynamic content, highly scalable approaches, and complex security models/implementations.
- 2+ Years: Experience with Angular.

- Ability to communicate effectively (orally and written) with technical/non-technical staff, customers, and stakeholders.
- Ability to communicate effectively with the DSS and other State information technology staff.
Required Education & Certifications:
- BS Degree or equivalent work experience.
- Preferred: Microsoft Certifications (Development Side).
