Project Nature (T26) To monitor outsourced project and assist contractor to support and maintain all systems and IT-related services for TACO and FPU of DH.
Duties
Serve a contract assignment under InfoTech's headcount, full-time second to serve the DH;
(a) Supervise and assist contractors to carry out system analysis, design, development, testing, deployment, training, support, maintenance and documentation;
(b) Workout with contractors to review the system architecture and infrastructure design;
(c) Coordinate with contractors and GCIS teams for setting up GCIS system environments and ongoing monitor upgrade and migration requirements;
(d) Prepare tender specifications and evaluate technical proposals for contractor services, hosting services, mobile services, SRAA, PIA, hardware and software procurement;
(e) Collaborate with contractors to support and maintain mobile devices using MDM tools;
(f) Coordinate with FPU and Finance Unit on payment related matters;
(g) Liaise with bank teams to maintain various e-payment methods;
(h) Coordinate and participate in SRAA, PIA and DR drill; and verify the rectification work delivered by contractors;
(i) Liaise with iAM Smart Team regarding system adoption requirements;
(j) Assist contractors in collaborating with the GCIS team on e-Form and payment services;
(k) Review and ensure all contractor deliverables comply with relevant government standards and guidelines; and
(l) Any other task assigned by DH.

Requirements
Familiar with government IT standards and methodologies, and have an experience in working with or in the HKSAR government departments/bureaux;
Experience in system design, analysis, implementation, testing and rollout of web-based or mobile app system;
Prior experience in conducting PIA and SRA&A is preferred;
Prior experience in managing outsourced contractor is an advantage;
Proficiency in written English and communication skills;
Strong analytical and problem solving skills; and
Responsible, independent and able to work under pressure.
Technical Skills
At least 6 years' experience in System Implementation and Maintenance/Support (SIM);
At least 5 years' experience in IT Planning (ITP);
At least 5 years' experience in Security Risk Assessment and Audit (SAA);
2 years' experience in SSADM (SDM) is an advantage.
Non-technical Skills
At least 5 years' experience in IT procurement (PRO);
At least 4 years' experience in work with the Government (GOV);
At least 3 years' experience in Clinical Related Information System (CRS);
4 years' experience in the management and support of Government systems and services (GSS) is an advantage;
4 years' experience in vendor management (VMG) is an advantage;
- Bachelor's degree/Higher Diploma in Computer Science, IT or equivalent;
- At least 4 years' post-qualification experience in which at least 1 year's relevant experience in a similar post and in a comparable capacity.
