Technical Program Manager

Cybermedia Technologies (CTEC) is seeking an experienced Technical Program Manager to provide overall leadership, management, and oversight for a federal government contract.

Join a team supporting U.S. Customs and Border Protection's (CBP's) efforts to evaluate emerging technology to support mission needs. Cybermedia Technologies, LLC (CTEC) is recruiting professionals to support the CBP Innovation Team (INVNT). The program identifies, evaluates, adapts, demonstrates, deploys, and transitions innovative commercial and emerging technologies that strengthen homeland security operations and help front-line personnel work more safely and effectively.

Team members will collaborate with government leadership, operational personnel, technical stakeholders, commercial technology providers, and Federal, State, and Local partners. Work may span field engagement; requirements and capability analysis; systems engineering and integration; technical and operational demonstrations; deployment and transition planning; operational assessments; analytics; training; life-cycle logistics; asset tracking; portfolio management; acquisition and privacy documentation; and executive-level reporting.

This is a mission-focused, fast-paced environment requiring professionals who can translate operational needs into executable technology initiatives, work effectively across headquarters and field organizations, and produce clear, decision-ready analysis and documentation. Positions may require travel to support demonstrations, assessments, training, and field activities. Employment is contingent upon contract award, position availability, and satisfaction of applicable CBP background investigation and security requirements.

The Technical Program Manager serves as the senior contractor lead and primary liaison between government leadership and the contractor team. This individual directs a portfolio of innovative commercial technology efforts, manages a diverse team of cleared specialists, and ensures that projects, staffing, reporting, travel, budgets, and deliverables satisfy government priorities and performance requirements.

Key responsibilities include:

  • Leading multiple innovative projects or efforts across multi-functional teams within CBP or an organization of comparable size and complexity, driving successful adoption and integration of new technologies.
  • Managing a portfolio of technology innovation initiatives involving identification, evaluation, demonstration, deployment, integration, and transition of commercial and emerging capabilities.
  • Overseeing field engagement, systems development, systems engineering and integration analysis, operational planning, assessment reporting, demonstration planning, analytics, operator training, life-cycle logistics, and asset tracking.
  • Recruiting, onboarding, organizing, scaling, reallocating, and surging a diverse pool of qualified personnel with appropriate CBP background investigation approvals or clearances.
  • Serving as liaison between government leadership and the contractor team; supervising personnel and aligning work performance with government requirements.
  • Tracking team performance against government benchmarks; identifying and addressing efficiency, effectiveness, quality, schedule, and capacity issues.
  • Developing and tracking travel estimates, budget expenditures, and travel reports.
  • Establishing and maintaining processes, portfolio tracking, standardized documentation, process improvements, and strategic frameworks.
  • Preparing technical, programmatic, after-action, and executive-level reports, documents, briefings, and operator-training materials.
  • Developing analytical models and methodologies supporting decisions, policy formulation, operational planning, and technology deployment.
  • Developing logistical frameworks for program evaluation and implementation.
  • Supporting Freedom of Information Act (FOIA) activities by managing requests and preparing documents for leadership review and approval.

Required qualifications include:

  • Master's degree in any field.
  • At least ten years of professional experience.
  • At least three years of experience managing cross-functional teams supporting homeland security operations for the Department of Homeland Security (DHS), a DHS Component, or an organization of similar size and complexity, to accelerate innovative commercial technology initiatives.
  • Demonstrated experience managing technology innovation programs and the full range of program, field, technical, integration, reporting, logistics, workforce, and stakeholder activities described above.
  • CBP Tier 4/Tier 5 background investigation and suitability.

Preferred qualifications include:

  • Active or recent CBP Tier 4/Tier 5 background investigation and suitability.
  • Project Management Professional (PMP) certification.
  • Direct experience supporting CBP technology innovation, field operations, or commercial technology transition.

Salary Range: $165K to $205K per year + Benefits (Compensation and employment offer are negotiable and will be finalized based on the candidate's relevant experience and interview assessment.)
