Job Description:

As a Technical Program Manager, you will lead the end-to-end execution of a large-scale platform modernization initiative focused on transforming legacy systems into modern, scalable, and cloud-native architectures. You will serve as the central coordination point between engineering, architecture, product, infrastructure, and business teams, ensuring successful execution of multiple concurrent workstreams. This role requires a strong combination of technical expertise, program leadership, stakeholder management, and strategic planning to drive modernization efforts involving service decomposition, data migration, API modernization, infrastructure transformation, and legacy system retirement.

Key Responsibilities:

  • Own and manage the integrated program plan covering architecture, engineering, data, infrastructure, testing, and migration activities.
  • Define program milestones, critical paths, dependencies, deliverables, and execution timelines.
  • Translate technical architecture decisions and engineering constraints into program-level impacts, schedules, and risk assessments.
  • Facilitate technical discovery sessions, architecture reviews, planning workshops, and program governance meetings.
  • Partner closely with engineering leaders, architects, product managers, and business stakeholders to align delivery roadmaps with strategic objectives.
  • Identify, track, and manage technical risks, blockers, assumptions, issues, and cross-functional dependencies.
  • Maintain comprehensive RAID logs and risk mitigation plans while ensuring timely escalation of critical issues.
  • Coordinate sequencing and integration activities across multiple workstreams to minimize delivery risks.
  • Manage relationships with external vendors, infrastructure providers, and third-party partners as required.
  • Deliver executive-level status reporting, program updates, milestone tracking, and risk communications.
  • Establish and facilitate program governance forums, steering committees, engineering reviews, and working groups.
  • Coordinate planning activities across multiple engineering teams to ensure alignment on shared services, APIs, and data contracts.
  • Facilitate program increment planning, dependency mapping sessions, retrospectives, and cross-team collaboration events.
  • Partner with QA, Security, Compliance, and Operations teams to ensure delivery meets quality, security, and regulatory requirements.
  • Coordinate migration planning, deployment activities, cutover strategies, and legacy system decommissioning efforts.
  • Develop and maintain program dashboards, roadmaps, reporting frameworks, and delivery metrics.
  • Promote adoption of program management standards, processes, and best practices across participating teams.
  • Maintain comprehensive documentation including architecture decision records, migration playbooks, operational runbooks, and governance artifacts.

Required Skills, Experiences, Education, and Competencies:

  • 7+ years of Technical Program Management experience within software engineering, platform engineering, or infrastructure organizations.
  • Proven experience leading large-scale platform modernization, legacy migration, re-architecture, or technology transformation initiatives.
  • Strong technical background with the ability to engage effectively with engineers, architects, and technical leaders.
  • Deep understanding of application architecture, APIs, data models, system integrations, cloud infrastructure, and distributed systems.
  • Experience managing programs involving multiple engineering teams, concurrent workstreams, and complex cross-functional dependencies.
  • Hands-on experience supporting cloud modernization initiatives using AWS, Azure, or Google Cloud Platform.
  • Knowledge of cloud-native architecture patterns including microservices, event-driven architectures, containers, and Kubernetes.
  • Strong experience with program planning, dependency management, risk management, and governance processes.
  • Expertise in developing and maintaining program roadmaps, schedules, dashboards, and executive reporting.
  • Experience using project and program management tools such as Jira, Confluence, Smartsheet, or equivalent platforms.
  • Exceptional communication and presentation skills with experience reporting to executive leadership and senior stakeholders.
  • Strong facilitation skills for planning sessions, architecture reviews, decision-making forums, and cross-functional meetings.
  • Experience coordinating software development lifecycle activities across Agile environments.
  • Ability to proactively identify delivery risks, integration challenges, and resource constraints while implementing mitigation strategies.
  • Strong analytical, problem-solving, organizational, and leadership skills.
  • Ability to drive complex initiatives in fast-paced environments with significant organizational impact.
  • Experience with SAFe (Scaled Agile Framework) or enterprise Agile delivery models preferred.
  • Experience with data platform modernization, API gateway migration, or service mesh implementations preferred.
  • Experience coordinating DevSecOps initiatives and security/compliance requirements within modernization programs preferred.
  • Knowledge of database migration strategies such as lift-and-shift, strangler pattern, or event sourcing preferred.
  • PMP, PgMP, SAFe SPC, or equivalent certification preferred.
  • Prior experience as a Software Engineer, Solutions Architect, Technical Lead, or Infrastructure Engineer preferred.

The hourly range for roles of this nature are $60.00 to $90.00/hr. Rates are heavily dependent on skills, experience, location, and industry.
