The Centre for Heterogeneous Integration and Production (CHIP) is a newly established InnoHK research centre led by The Chinese University of Hong Kong, in collaboration with the National University of Singapore, under the SEAM@InnoHK research cluster. Supported by the Innovation and Technology Commission of the HKSAR Government, CHIP focuses on advancing next‑generation semiconductor manufacturing, heterogeneous integration technologies and advanced electronic materials, addressing critical challenges beyond Moore’s Law and enabling applications in AI, high‑performance computing, robotics and related fields.
About The Role
The Technical Program Manager is responsible for driving complex, cross‑functional engineering projects from initiation to deployment. Ensuring technical roadmaps are delivered on time and within budget.
Key Responsibilities
Manage the end‑to‑end execution of complex technical programs, overseeing planning through deployment to ensure alignment with strategic objectives.
Provide cross‑functional leadership, collaborating with research project leaders and engineering teams to drive project goals.
Proactively identify and mitigate risks, managing dependencies, addressing bottlenecks, and adapting strategies.
Communicate effectively with stakeholders, translating complex technical information into clear, actionable updates for executive leadership and non‑technical partners.
Requirements
PhD in Engineering Science or related discipline from the top 100 universities (QS/THE/ARWU).
Minimum 5 years of solid experience in managing technical programs or large‑scale software engineering initiatives.
Strong technical acumen, with solid expertise in system design and the ability to assess and balance technical trade‑offs with engineering teams.
Proficiency in Agile/Scrum methodologies, with hands‑on experience using project tracking tools such as Jira and Confluence.
Exceptional problem‑solving and conflict‑resolution skills, with the ability to perform effectively in high‑pressure environments.
High proficiency in English, Chinese, and Mandarin.
We offer 5‑day work, attractive remuneration package to the successful candidate. The appointment will be on renewable contract terms, renewal is subject to satisfactory performance and mutual agreement.
