Lead Technical Training and Development Process Engineer
ProSidian seeks a Lead Technical Training and Development Process Engineer for Program Support on a contract basis, generally located across the CONUS - Washington D.C across the Mid Atlantic Region supporting regional transit authority managing rail, bus, and paratransit services across the DC metropolitan area.
We seek Lead Technical Training and Development Process Engineer candidates with relevant government and public services sector experience (functional and technical area expertise also ideal) to support professional services engagement for government and public services sector clients such as WMATA. This is a contract contingent or contract W-2 (IRS-1099) technical training and development division (TTDV) instructional design staff augmentation functional area/swim lane/category discipline professional - WMATA technical training and development division (TTDV) instructional design staff augmentation position; however, ProSidian reserves the right to convert to a full-time ProSidian employed W-2 position.
Provide services and support as a lead technical training and development process engineer [WMATA technical training and development division (TTDV) instructional design staff augmentation] in the government and public services industry sector focusing on human capital solutions for clients such as Washington metropolitan area transit authority (WMATA) | technical training and development division (TTDV) | safety and readiness department generally located in CONUS - Washington D.C and across the mid Atlantic region (of country/world) working on-site (client site).
Process engineering & systems optimization. Redesigning WMATA's training workflows for smarter, faster, and more accessible technical learning systems. Empowering organizations with flexible, expert talent solutions that enhance efficiency, agility, and performance through tailored staffing while fueling WMATA's workforce excellence through innovative, data-driven instructional design that transforms learning into operational performance. This work factors into the categories of technical training and learning design staff augmentation, comprehensive instructional systems design and process modernization, learning innovation design and performance enhancement, safety and readiness technical training, and learning design and technical workforce capability enhancement. Owns workflow redesign, digitization strategy, lean/six sigma efforts, and cross-functional integrationsenior continuous improvement leadership.
Lead process improvement and digital transformation initiatives; analyze current workflows; develop streamlined systems using lean/six sigma principles; coordinate with IT and instructional teams for system integration.
Lead end-to-end process redesign initiatives: direct the analysis, redesign, and digitization of complex, paper-based workflows, ensuring alignment with organizational goals, compliance standards, and user needs.
Facilitate cross-functional collaboration: serve as the primary liaison between business units, IT, and executive stakeholders to ensure shared understanding, resolve barriers, and drive consensus on process improvements.
Ensure quality, risk mitigation, and compliance: identify process risks and inefficiencies, prioritize corrective actions, and ensure all redesigned workflows meet data governance, security, and accessibility requirements.
Manage project timelines and deliverables: oversee project planning, resource allocation, and milestone tracking to ensure timely delivery of process maps, workflow designs, implementation plans, and training materials.
Analyze training needs and performance gaps: conduct comprehensive training needs assessments to identify performance gaps and learning requirements across various technical roles within the agency. Deliverables will include job and task analyses and clear, measurable learning objectives.
Design and develop NextGen learning materials: create instructional content for multiple delivery formatsincluding instructor-led training (ILT), computer-based training (CBT), and blended learning. Deliverables will include detailed design plans, lesson plans, facilitator and participant guides, storyboards, and assessments that align with instructional best practices.
Evaluate training effectiveness: develop and apply robust evaluation strategies based on established models such as Kirkpatrick's Four Levels. Deliverables will include analyses of learner behavior and user experience data.
Provide subject matter expertise in instructional design methodologies: serve as a SME in instructional systems design, offering guidance on the application of adult learning theory, instructional design models (e.g., ADDIE, SAM), and emerging trends in learning and development. Deliverables will include the development of best practices for the integration of accessibility and equity standards.
Provide process engineering services: analyze, redesign, and digitize existing paper-based workflows. The objective is to improve efficiency, accuracy, and accessibility by transitioning to digital systems aligned with organizational goals while ensuring stakeholder adoption and sustained change.
Desired qualifications for lead technical training and development process engineer | technical training and development division (TTDV) instructional design staff augmentation [WMATA0012011] candidates:
Bachelor's or master's degree in industrial engineering, systems engineering, or related field
7+ years of experience in process engineering
Experience moving processes from paper to digital tools
Experience collaborating with internal IT departments
Experience designing systems with union collective bargaining agreements and labor relations sensitivities
Strong project management and stakeholder engagement skills
Primarily focused on professional and management development training initiatives and aligned with program support activities technical training and development division (TTDV) instructional design staff augmentation functional area activities.
Process mapping, lean six sigma, BPM tools, systems analysis, documentation.
Critical thinking, technical proficiency, collaboration, and operational excellence.
Leads cross-functional projects bridging instructional design and process innovation. The ProSidian learning innovation design consultants shall provide:
All hardware required for the performance of the scope of work; and
Proper licenses and license codes along with hardware keys for required software (namely Microsoft Suite and Adobe Creative Cloud, including Captivate (old and new versions))
Consultant resources engaged during this project must have taken the relevant recommended training courses or have equivalent knowledge and experience; and
The ProSidian learning innovation design consultants agree to cooperate in good faith to complete the services and deliverables in a timely and professional manner.
The ProSidian learning innovation design consulting team will submit all required deliverables, as outlined in this statement of work (SOW), to the client's COTR/project manager for review and approval. The client will evaluate each deliverable to determine whether it meets the criteria established in this agreement and adheres to relevant procedures. Once a deliverable is reviewed and found to meet these standards, it will be deemed accepted.
Progress reporting
Minimum of weekly check-in meetings with the client's COTR/project manager
Minimum of bi-weekly draft update emails for the client's COTR/project manager to send to stakeholders
Minimum of monthly written status reports with updated project plans and Gantt charts each month
Final project close-out documentation and handoff or transition out documentation
The client will provide the ProSidian learning innovation design consulting teams with:
Existing policies and procedures, and other related documentation;
Access from IT to exchange deliverables, data and materials in the performance of this contract;
Necessary training required to access the client facilities or locations; and
SMEs for scheduled workshop sessions.
The client shall be responsible for providing escorts, coordinating access to facilities, and providing all the client personnel required to support consultants in the performance of their duties.

3. Prioritization matrix and corrective action plans
4. Future-state digital workflow designs
5. Change management strategy & stakeholder engagement plan
6. Implementation roadmap & technical integration plan
