About the Role Mantawi Technical Institute is looking for a
Training Program Manager
to lead the planning, delivery, quality assurance, and continuous improvement of our TESDA and private training programs. This is a hands-on management role responsible for ensuring that our programs are well-designed, trainers are effectively managed, students receive a high-quality learning experience, and training delivery meets Mantawi and TESDA standards. The Training Program Manager will initially oversee our Digital Marketing programs and will eventually support other qualifications and programs such as Bookkeeping and future technical-vocational offerings. This is
not primarily a teaching position . We are looking for someone who can manage trainers and programs, evaluate instructional quality, analyze student outcomes and feedback, and continuously improve how training is delivered. Candidates from

Key Responsibilities
Training Program Management
Manage the end-to-end implementation of assigned TESDA and private training programs. Develop and maintain training schedules, program timelines, milestones, and delivery plans. Coordinate trainers, assessors, administrative staff, students, and other stakeholders. Ensure programs are delivered according to approved curricula, CBLMs, training regulations, and institutional standards. Identify program risks and delivery issues and implement corrective actions.
Trainer Management & Instructional Quality
Recruit, interview, evaluate, onboard, and coordinate trainers and subject-matter experts. Set clear expectations for trainer performance, attendance, classroom management, student engagement, assessments, and documentation. Conduct regular classroom observations and training quality reviews. Evaluate trainer performance using structured feedback and performance data. Provide coaching and feedback to trainers and address performance concerns. Ensure consistent training standards across different trainers and programs.
Curriculum, CBLM & Assessment
Maintain and continuously improve existing curricula, CBLMs, lesson plans, learning activities, and assessment tools. Work with trainers and subject-matter experts to ensure training content remains relevant and technically accurate. Develop and improve assessment tools, rubrics, learning activities, and evaluation methods. Support the development of new training programs and CBLM proposals using existing curriculum frameworks and TESDA Training Regulations. Ensure alignment between learning objectives, training delivery, and assessment.
The Training Program Manager does
not
need to be the subject-matter expert for every qualification. The role is responsible for ensuring that the appropriate trainers and SMEs are engaged and that instructional standards are maintained.
Student Experience & Performance
Oversee student onboarding, orientation, attendance, engagement, performance, and completion. Establish structured systems for collecting and analyzing student feedback. Conduct student interviews, focus groups, and feedback sessions when necessary. Monitor student attendance, assessment results, complaints, satisfaction, and attrition. Identify recurring student concerns and recommend data-driven corrective actions. Develop interventions for students at risk of dropping out or failing to complete program requirements.
Student Recruitment & Admissions
Lead student recruitment for TESDA scholarship and private training programs. Develop and improve student screening and qualification processes. Oversee applicant interviews and selection. Monitor the recruitment funnel from application and screening through enrollment. Coordinate with the administrative team on student requirements, documentation, and onboarding.
TESDA Program Management
Oversee the
program and training side
of TESDA requirements and compliance. Ensure trainers complete required training records and program documentation accurately and on time. Support preparation and maintenance of CBLMs, training plans, assessment documentation, and other program requirements. Work closely with the Admin Officer on TESDA submissions, records, scheduling, monitoring, inspections, and other administrative requirements. Support applications and proposals for new TESDA qualifications, programs, and scholarship opportunities.
Program Development & Continuous Improvement During periods between active training programs, the Training Program Manager will: Develop and prepare upcoming training programs. Review and improve existing curricula and CBLMs. Develop assessments and instructional tools. Build and maintain a pipeline of qualified trainers and assessors. Review student performance, completion, attrition, and feedback data. Develop trainer scorecards and training QA systems. Improve program SOPs and processes. Support applications for new TESDA programs and qualifications. Evaluate potential new training programs based on industry and workforce needs.
Qualifications
Bachelor's degree in Education, Psychology, Human Resources, Business, Management, Communications, or another relevant field. At least
3–5 years of relevant experience
in Learning & Development, training management, instructional design, training operations, education program management, or a related field. Experience managing trainers, facilitators, instructors, or subject-matter experts. Good understanding of adult learning, instructional design, training evaluation, and assessment. Strong project and program management skills. Strong written and verbal English communication skills. Able to provide constructive feedback and confidently manage experienced trainers and professionals. Analytical and comfortable using data to identify problems and improve training outcomes. Strong organizational skills and ability to manage multiple programs and stakeholders.
Preferred but Not Required
Experience working in a TESDA-registered training institution or TVET environment. Familiarity with competency-based training, CBLMs, and TESDA Training Regulations. Experience in corporate Learning & Development. Experience developing curricula, assessments, or instructional materials. Familiarity with Digital Marketing, Bookkeeping, or other business/technology training programs.
What We're Looking For We're looking for someone who combines
strong program management with a genuine understanding of how people learn .
The right person doesn't need to personally teach every program. They should be able to walk into a training session, evaluate whether the trainer and students are performing effectively, identify what isn't working, use feedback and data to understand the problem, and
take ownership of fixing it .
They should also be comfortable working with experienced trainers, students, administrative staff, TESDA representatives, and company leadership.
