Overview

The Web Developer Technical Lead will be a hands-on technical leader within Inova Digital Technologies, responsible for architecting, developing, and deploying our in-house claims management system. This role requires a unique blend of full-stack engineering expertise and project management skills. You will lead our internal development team, write core code, manage AWS infrastructure, and work directly with stakeholders to translate complex TPA workflows into a scalable, modern platform.


This role ensures that technology solutions are delivered on time, meet operational requirements, and support the organization’s commitment to service excellence.


Key Responsibilities


System & Technology Project Management

  • Architect and develop core modules for the unified claims management system using Golang, PHP (Laravel), React, and PostgreSQL.
  • Design, provision, and maintain the underlying cloud infrastructure on Amazon Web Services (AWS), ensuring high availability and compliance with healthcare data standards.
  • Lead the internal development team through active mentorship, code reviews, and establishing robust CI/CD pipelines.
  • Write clean, maintainable code while balancing the need for rapid feature delivery with long-term technical stability.
  • Lead end‑to‑end delivery of system projects, including requirements gathering, solution design coordination, configuration, testing, and deployment.
  • Oversee enhancements and upgrades to TPA administration systems (claims engine, eligibility, provider network, member portals, reporting platforms).
  • Develop project plans, schedules, resource allocations, and risk mitigation strategies.
  • Ensure all system changes are aligned with business requirements and regulatory compliance.


Cross-Functional Coordination

  • Collaborate closely with IT, Claims Operations, Provider Relations, Customer Service, Finance, and Compliance teams.
  • Facilitate system impact assessments and ensure operational teams are prepared for go‑live.
  • Coordinate with external vendors, solution providers, and integration partners.


Agile Delivery & Technical Coordination

  • Conduct business requirement workshops with internal teams and clients.
  • Translate business needs into functional and technical specifications.
  • Maintain detailed project documentation including user stories, workflows, configuration guides, and change logs.
  • Oversee UAT (User Acceptance Testing), regression testing, and quality validation.
  • Develop test plans, test scripts, and acceptance criteria.
  • Validate data mapping, API integrations, system rules, and configuration outputs.


Go‑Live & Post‑Implementation Support

  • Manage go‑live readiness, cutover planning, and operational handover.
  • Conduct post‑implementation reviews and monitor system performance.
  • Ensure issues are logged, tracked, and resolved promptly.


Compliance & Data Governance

  • Ensure system setups comply with regulatory standards and internal policies.
  • Work with compliance and data privacy teams to safeguard sensitive member and provider information.
  • Support audit requirements and control documentation.


Continuous Improvement

  • Identify opportunities to streamline processes and automate workflows.
  • Recommend system enhancements to improve accuracy, efficiency, and user experience.
  • Stay updated on TPA system trends, compliance changes, and technology best practices.


Qualification Requirements


Education

  • Bachelor’s degree in Information Technology, Computer Science, Business, Healthcare Administration, Engineering, or related field.
  • Project Management certifications preferred (PMP, Prince2, Agile Scrum Master).


Experience

  • 3–7 years of project management experience.
  • Strong exposure to TPA, healthcare administration, HMO, insurance, or managed services environments.
  • Hands‑on experience with system integration projects or platform implementations.
  • Experience working with claims systems, eligibility engines, provider network platforms, or healthcare IT solutions is highly preferred.


Technical Skills

  • Understanding of API integrations, data mapping, system workflows, and database concepts.
  • Experience in UAT coordination, QA testing, and system deployment processes.
  • Strong command of business process documentation and system requirements analysis.
  • Proven expertise in architecting, deploying, and managing infrastructure on AWS.
  • Advanced, hands-on proficiency in full-stack development using Golang, PHP (Laravel) and JavaScript (React), with strong relational database design skills (PostgreSQL).
  • Familiarity with Python and ML concepts for operational automation (OCR on claims and fraud detection).
  • Experience establishing DevOps practices, including version control (Git), automated testing, and CI/CD deployment pipelines.
