II. Scope of Project & Daily Responsibilities
DPH is seeking a Senior Database Developer to support the technical needs of our STD / HIV staff, the Public Health Lab, and Disease Surveillance systems. Key projects include transitioning to a replacement Electronic Disease Surveillance System (EDSS), ongoing Data Warehousing, Data Pipeline improvement, and supporting new solutions for eCR (Electronic Case Reporting) onboarding and utilization.
Responsibilities include, but are not limited to:
* ETL & Process Automation: Research, design, develop, and test ETL processes, data flows, and automated data uploads into the Data Warehouse and Disease Surveillance Systems (e.g., CDC SAMS / eHARS, EpiTrax).
* Database Development: Create MS T-SQL stored procedures, design advanced queries, perform code reviews, and optimize database performance.
* Legacy Conversion: Rewrite existing SAS code into SSIS Packages and Power BI. Debug, optimize, and maintain remaining SAS code as needed.
* Data Parsing: Parse and format multiple data formats including XML, CSV, SOAP, and HL7.
* System Support & Monitoring: Monitor production processing to ensure proper data flow, resolve processing issues, and ensure maximum system uptime for critical components. Support related server, database, software upgrades, and new environment configurations.
* Requirements Gathering & Project Management: Work closely with end users, Systems Integration, Health Data Visualizations, and DBA teams to perform gap analysis, document functional requirements, provide time estimates, and prepare process documentation.
* Security & Compliance: Ensure all modifications and new processes comply with agency security requirements, industry best standards, HIPAA, CDC standards, PHI, and PII regulations.
* Advisement & Mentorship: Advise staff on code conversions, database design, and optimization. Mentor team members on advanced topics.
