Position Overview:
The Full Stack Developer serves as a senior application developer responsible for designing, deploying, and maintaining enterprise cloud-based applications supporting Harris County Public Health operations. This position provides advanced technical expertise in application architecture, cloud services, and software deployment while serving as a technical lead for development initiatives.
Duties and Responsibilities:
Designs, develops, configure and deploy enterprise single-page web applications using C#, Angular, REST APIs, and Visual Studio within Azure environments.
Monitor, administer, and maintain Microsoft Azure application services and cloud infrastructure.

Examples of duties
Education:
Bachelor's degree in Computer Science, Information Systems, Information Technology, Software Engineering, or a closely related field.
Experience:
Six (6) years of progressively responsible experience developing and deploying enterprise applications, including experience with cloud platforms, application architecture, and Microsoft Azure services.
Knowledge, Skills and Abilities:
Knowledge of enterprise application architecture and Microsoft Azure cloud services.
Proficiency in C#, ASP.NET, Angular, REST APIs, SQL databases, DevOps practices, CI/CD pipelines, and cloud security principles.
Skill in developing, deploying, monitoring, and maintaining cloud-hosted applications and Azure services.
Ability to lead complex development projects, provide technical guidance, communicate effectively with stakeholders, manage competing priorities, and ensure compliance with County technology, security, and regulatory standards.
Data Analytics and Assessment Skills: Ability to use data to analyze community health needs and support decisions that improve community health outcomes.
Communication Skills: This competency focuses on using clear and effective communication to engage audiences, address misinformation, and build trust, supporting informed decisions and stronger public health outcomes.
Health Advancement Skills: This competency focuses on applying principles of equity, diversity, and inclusion to public health, addressing systemic barriers, and promoting fair access to resources for healthier communities.
Community Partnership Skills: This competency focuses on collaborating with communities to address the systems and policies affecting health, fostering engagement, shared ownership, and sustainable improvements in well-being.
Public Health Science Skills: This competency focuses on using public health science and evidence-based approaches to develop and improve policies and programs, ensuring effective delivery of the 10 Essential Public Health Services.

Work is primarily performed in a standard office environment requiring prolonged periods of sitting, standing, walking, and the use of a computer and other office equipment.
