A senior-level Full Stack Engineer/Application Development Analyst is needed to lead engineering, remediation, and modernization initiatives in support of the statewide transition to the Florida PALM system. This multiyear initiative will replace legacy accounting and cash management systems, including FLAIR, with a modern financial management platform scheduled to go live in January 2027.

This role will play a critical part in assessing and remediating over 1,500 impacted computing assets—including enterprise applications, databases, interfaces, automated processes, and reporting programs—ensuring alignment with the Florida PALM Standardized Business Process Model, Chart of Accounts, and cloud-first policy.

The selected candidate will serve as a technical leader and internal consultant, collaborating closely with internal business, IT, and financial stakeholders to design, develop, integrate, and modernize financial management systems.

Key Responsibilities
  • Conduct in-depth analysis of existing systems and determine remediation or modernization strategies.
  • Develop end-state architectural designs, solution mockups, and system enhancement plans.
  • Oversee development, unit testing, QA validation, and user acceptance processes.
  • Redesign and rebuild interfaces to integrate with Florida PALM.
  • Modernize legacy systems while ensuring compatibility with enterprise financial platforms.
  • Develop scalable, secure, and high-performance applications aligned with organizational standards.
  • Provide mentorship and technical leadership to development teams.
  • Collaborate with business analysts and stakeholders to translate functional requirements into technical solutions.
  • Ensure compliance with state cloud-first policies and Azure deployment standards.
  • Support reporting, analytics, and Information Warehouse integration needs.
  • Maintain comprehensive documentation in accordance with departmental standards.
Required Qualifications
  • Bachelor’s or Master’s degree in Computer Science, Information Systems, or related field (experience may substitute year-for-year).
  • Minimum 15+ years of experience as a Lead Full-Stack Developer.
  • Advanced expertise in:
  • WCF / Web API
  • JSON, XML
  • Strong experience designing and integrating scalable enterprise applications.
  • Experience working with relational databases and ORM frameworks (e.g., Entity Framework).
  • Proven ability to develop and deploy cloud-based applications in Microsoft Azure.
  • Experience with Agile development methodologies and iterative modernization approaches.
  • Strong knowledge of Object-Oriented Programming principles.
  • Experience in financial systems integration and enterprise-level reporting environments.
Preferred Qualifications
  • Experience with PeopleSoft ERP.
  • Knowledge of Florida Accounting Information Resource (FLAIR).
  • Familiarity with financial management systems in a public sector environment.
  • Knowledge of mainframe technologies (CICS, TSO, ISPF).
