MANTECH seeks a motivated, career and customer-oriented Program Analyst to join our team working in Washington, D.C. This is an onsite position.
The Program Analyst will guide high-impact enterprise technology, research & development (RDT&E), cloud integration, and financial management initiatives in support of defense and intelligence operations. This role demands strong leadership, executive-level stakeholder management, proactive problem-solving, and a commitment to collaborative performance across cross-functional government, industry, and academic partners.
Responsibilities include but are not limited to:
Oversee the strategic planning, direction, and execution of large-scale RDT&E investments, spanning AI/ML, cloud environments, prototype sensors, software development, and edge processing.
Provide expert guidance on the Planning, Programming, Budgeting, and Execution (PPBE) process, ensuring financial health, schedule performance, and alignment with overarching defense objectives.
Serve as a key interface and trusted advisor to senior leadership, preparing executive briefings, decision papers, and budget justifications for DoD, Intelligence Community, and Congressional stakeholders.
Develop and maintain executive reporting tools and Power BI dashboards to track real-time funding execution, risk mitigation, and program performance across multiple active projects.
Facilitate strategic partnerships and cross-functional collaboration among Navy Warfare Centers, FFRDCs, UARCs, industry partners, and government agencies to accelerate cloud-enabled technologies and mission capabilities.
Synchronize staffing, facilities, and resource planning to support organizational growth and personnel expansion across local and remote locations.
Lead environment migration planning and operational frameworks to securely transition applications, data flows, and mission systems into scalable cloud environments.
Ensure all program activities comply with strict security protocols, quality assurance standards, and internal management policies.
Minimum Qualifications:
Bachelor’s degree in business, economics or a related technical field.
4+ years of experience within a defense contracting, U.S. military, or Intelligence Community environment.
Experience with Planning, Programming, Budgeting, and Execution (PPBE) and managing financial health for major DoD/IC technology portfolios
Experience communicating, interacting, and briefing Senior Executive Service (SES), Flag-level personnel, and Congressional or GAO officials.
Preferred Qualifications:
Proven track record leading cloud modernization, RDT&E, or data/analytics technology initiatives.
Experience coordinating across cross-functional stakeholder networks, including FFRDCs, UARCs, and Navy Warfare Center
Background supporting the Office of the Under Secretary of Defense/War, Intelligence Community agencies, or joint military environments.
Military service experience or familiarity with military operations.
Experience with advanced data visualization and analytical tools (e.g., Power BI, SQL, Python, Excel).
Clearance Requirements:
U.S. Citizenship required and an active TS/SCI security clearance.
Physical Requirements:
The person in this position must be able to remain in a stationary position 50% of the time.
Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and/or virtual communication, which may involve delivering presentations.
