SBE Program Coordinator | San Francisco, CA

Temporary position for 3 to 4 months with possibility of extensions and possible hire.


Are you highly organized, detail-oriented, and interested in supporting programs that create opportunities for small and disadvantaged businesses? We are seeking an SBE Program Coordinator to provide technical and administrative support for a Business Opportunity Program in San Francisco.


This position will help administer Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) programs through contract monitoring, payment tracking, compliance reviews, data management, and reporting.


Key Responsibilities

  • Enter and maintain contract, subcontractor, participation, commitment, and payment information in the Diversity Compliance Management System (DCMS).
  • Track committed and actual SBE participation against established contract goals.
  • Review contracts, amendments, change orders, payment records, and supporting documents for accuracy and completeness.
  • Research certified businesses, NAICS codes, scopes of work, and subcontracting opportunities to support SBE goal-setting.
  • Monitor payments to prime contractors and subcontractors, identifying missing, late, disputed, or inconsistent information.
  • Assist with contract audits, compliance reviews, and Commercially Useful Function (CUF) reviews.
  • Maintain organized, accurate, and audit-ready electronic contract files.
  • Prepare reports, worksheets, correspondence, calculations, and compliance documentation.
  • Work with Project Managers and internal teams to obtain missing or corrected information.
  • Assist with proposal and bid evaluations, contract closeouts, and other Business Opportunity Program activities.
  • Help develop compliance guides, checklists, process maps, instructions, and frequently asked questions.


Qualifications

  • At least three years of complex administrative experience requiring initiative and independent judgment.
  • Strong attention to detail and the ability to work with contract, financial, and compliance-related data.
  • Proficiency with Microsoft Word and Excel.
  • Strong research, analytical, organizational, and communication skills.
  • Ability to manage multiple priorities, meet deadlines, and handle confidential information.
  • A bachelor’s degree in Human Resources Management, Organizational Development, or a related field may substitute for one year of administrative experience.

  • SBE or DBE programs
  • Contract compliance or public-sector contracting
  • Procurement and subcontractor monitoring
  • Payment reconciliation and contract audits
  • DCMS, Bonfire, HRIS, database, or similar systems
  • Microsoft PowerPoint and advanced reporting tools
