Everforth ECS is seeking a Program Manager who lives in close proximity to the National Capital Region (NCR) to join a premier, enterprise-scale cybersecurity program supporting a major federal civilian agency.

Salary Range: $190,000 - $210,000

This flagship initiative unifies 24x7x365 Security Operations (SOC), proactive threat hunting, and advanced Security Engineering and Architecture into a cohesive defensive mission. As a senior leader on this program, you will drive the protection of highly sensitive national-level financial data, and personally identifiable information (PII). You will be at the forefront of modernizing the agency's cyber posture, implementing advanced automation, and ensuring continuous operational resilience across a massive, highly complex federal IT enterprise.

Position Responsibilities:

  • Plans, organizes, and coordinates the full project lifecycle for cybersecurity technology infrastructure initiatives, including technology lifecycle management.
  • Oversee projects from initiation through closeout, encompassing all phases: planning, execution, monitoring and controlling, and formal closeout.
  • Establishes project requirements, priorities, and deadlines in alignment with program objectives and federal mission needs.
  • Manages and coordinates complete life-cycle delivery of complex solutions, including planning, design, development, testing, and implementation to meet defined requirements.
  • Identifies project needs and acquires the resources (personnel, tools, budget, etc.) required to ensure successful program execution.
  • Develops detailed project plans that define major tasks, milestones, resource requirements, and deliverables based on scope, budget, and personnel.
  • Manages the agreed-upon project scope and delivers innovative solutions to complex technical and operational challenges, accelerating the pace of development and driving the achievement of mission objectives.
  • Coordinates solution planning activities, heads cross-functional solution teams, and provides strong technical leadership and ongoing coaching of direct reports.
  • Directs technological research efforts by studying organization goals, strategies, practices, and user projects.
  • Oversee the development of solution roadmaps that translate strategic vision into executable plans, ensuring all projects meet quality, schedule, and compliance standards.
  • Coordinates solution offerings, heads a solution team, and acquires the required support from the various disciplines external to the team as needed.
  • Serves as the primary liaison between the contractor and federal agency leadership maintaining trust, transparency, and alignment throughout program execution.
  • Oversee all contract activities, ensuring alignment with federal cybersecurity mission and compliance with applicable frameworks, regulations, and policies including FISMA, NIST, EO 14028, and other relevant cyber guidelines and policies including but not limited to FISMA/NIST/CISA.
  • Leads strategic planning, resource allocation, and stakeholder engagement across all functional areas including SOC, CDM, Red Team, DevSecOps, Architecture, etc.
  • Manages program risks, performance metrics, and reporting to ensure high-quality, on-time, and on-budget delivery.
  • Ensures integration of Zero Trust Architecture, CDM, and DevSecOps principles across all program workstreams.

Qualifications
  • Bachelor's degree in Cybersecurity, Information Technology, Computer Science, or a related field or equivalent professional experience.
  • U.S. Citizenship required.
  • 15+ years of experience in supporting large-scale Information Technology (IT) programs as a Program Manager, Deputy Program Manager, or Senior Project Manager capacity.
  • Remote but within close proximity to the NCR.
  • Active Public Trust 6c clearance, or the ability to obtain and maintain one.
  • Active Project Management Professional (PMP) certification — mandatory.
  • Strong technical understanding of Cybersecurity IT, including but not limited to: SIEM, EDR, CDM, DevSecOps, Identity and Access Management, and AWS GovCloud systems and services.
  • Demonstrated experience managing agile development teams, with the ability to assess how enhancements, defects, or change requests impact overall system architecture.
  • Strong knowledge of recent and emerging advances in cybersecurity, computer science, and engineering.
  • Excellent written and verbal communication skills, including demonstrated experience presenting complex material to senior government officials and executive stakeholders.
  • Proven ability to collaborate with and communicate across diverse teams, including internal delivery teams, client project offices, external service providers, and subcontractors, to define scope, schedule, cost, and quality management plans.
  • Demonstrated experience in executing, monitoring, and managing projects to successful, high-quality and on-budget completion.
  • Experience managing large-scale federal cybersecurity programs.
