Critical Interview & Location Requirements

I. Project/System/Program Overview

The Connecticut Department of Children and Families (CT DCF) depends on core, mission-critical applications, including CT-KIND and IV-E, Connecticut's Federally-reimbursed SACWIS (Statewide Automated Child Welfare Information System). Used by over 2,000 social workers and case managers, the system requires continuous enhancements to comply with State and Federal legislation, good child welfare case practices, and the 1991 Juan F. Consent Decree.

The agency is heavily invested in developing the next generation Comprehensive Child Welfare Information System (CCWIS) and requires robust technological support to ensure efficient tools for Child Welfare Staff, Providers, and the children and families of Connecticut.

II. Scope of Work

The agency requires the services of a Senior-Level Full Stack Developer to participate in various SDLC processes, including requirements verification, design and development, testing, maintenance, and support activities. The specific focus will be supporting existing custom Salesforce applications, participating in the SDLC process of the new CT-KIND system, and working with the System Integrator to ensure knowledge transfer and ongoing maintenance.

Specific Services Required:

  • Drive work autonomously from requirements gathering through implementation.
  • Apply strong abstract thinking and problem-solving skills.
  • Design and develop using Salesforce APEX, Lightning pages, and Visualforce Pages.
  • Execute Full Stack development responsibilities: Salesforce, OOP, CRUD, Design patterns, Configuration, and SOQL.
  • Utilize advanced knowledge of Salesforce development (Object-Oriented Programming, Design Patterns).
  • Provide analysis and requirements to successfully integrate applications.
  • Work across all phases of the SDLC and create/maintain required technical documentation.
  • Mentor less experienced staff and share technical judgment with the team to plan and accomplish goals.
III. Required Skills and Experience

The ideal candidate is an experienced professional with 10 or more years of prior IT experience, demonstrating the following knowledge and skills:

  • 5+ Years Minimum: Salesforce Development (Must be able to code APEX OOP and deeply understand design patterns).
  • Strong Experience: .NET OOP and SOA.
  • Strong Experience: End-to-End Full Stack Web Development.
  • Strong Experience: SQL.
  • Preferred: JavaScript Frameworks.
  • General Traits: Must be highly organized, proactive, a self-starter, and possess excellent verbal and written communication skills.
